A Life with Dignity Committee filed the OMMA2 initiative at the Oregon State Capitol in Salem on Friday, February 14, 2003. This initiative amends the Oregon Medical Marijuana Act, making it easier for patients to qualify for the program and establishing a regulated system to dispense medical marijuana to them.

The OMMA2 initiative would make the following changes to Oregon's medical marijuana law:

1. Lower the annual registration fee paid by patients from $150.
2. Allow attending physicians to qualify patients for any condition they believe would benefit from use of medical marijuana.
3. Add naturopathic physicians and nurse practitioners to "attending physician" definition.
4. Require new registry cards to be issued when patient's address or caregiver changes.
5. Require the Health Department to verify registry status for law enforcement 24 hours/day.
6. Increase the number of plants patients could grow to ten, not counting seedlings.
7. Increase the amount of marijuana a patient could possess to one pound (six pounds if patient registers that they only grow one crop annually).
8. Clarify that a caregiver could assist up to ten patients.
9. Allow caregivers to be compensated in any manner agreed to by patients.
10. Establish nonprofit dispensaries, which could cultivate, process and dispense marijuana to registered patients. The Health Department would regulate, inspect, and collect fees from dispensaries to fund the program.
11. Establish a system to provide medicine to indigent patients through dispensaries.
12. Allow Health Department to conduct scientific research into medical marijuana.
13. Establish reciprocity with other states with medical marijuana laws.
14. Guarantee patients right's by cause of action.
15. Establish a commission to oversee program management.
